CIHE Speaker Series: Defying the Primacy of the Market: The Challenge of Chile’s Public Higher Vocational Education with Cristian Lincovil Belmar & Miski Peralta Rojas

Since the 80s, Chile’s vocational education and training (TVET) policies have been based on privatization and marketization, with human capital as their theoretical basis. A recent batch of policies, however, has challenged this primacy, striving to install education as a social right.
Nonetheless, the tensions between perspectives have not been solved. An example of these tensions is the new government’s focus on public education, which clashes with market-based regulations. This talk will cover the debate between the undisclosed assumptions about the social role of TVET and how it affects the conditions for strengthening the State Vocational Training Centres created in 2016.
This seminar is part of the CIHE Speaker Series: The Social Role of Colleges – how they support regional economic, social and cultural development series, offered by the Centre for the Study of Canadian and International Higher Education (CIHE) at the Ontario Institute for Studies in Education, University of Toronto. It explores the important role that community colleges and similar types of institutions play in supporting social, education, and cultural development in their local communities and regions.
